Advancing competitive integrated employment opportunities for people with disabilities served by state Medicaid Long-term Services and Supports (LTSS) systems has proven to be challenging but worthy work. An increasing number of states identify themselves as Employment First states, committed to the goal of increasing opportunities for competitive integrated employment (CIE) for people with disabilities receiving publicly funded services. Systems change to support competitive integrated employment as a priority and preferred outcome requires many interrelated efforts. It is clear that workforce and disability service systems’ Employment First efforts require reform of the payment methodologies used for services. Value-based purchasing, with its focus on paying for outcomes and quality, rather than solely reimbursing for services delivered, is increasingly recognized as an important tool in advancing Employment First, promoting competitive integrated employment outcomes, and supporting employment service providers to be successful in their efforts.

This three-part webinar series coincides with the release of a comprehensive guide titled: Value-Based Payment Methodologies to Advance Competitive Integrated Employment: A Mix of Inspiring Examples from Across the Country. The guide includes a thoughtful overview of the topic, best practices, numerous case examples from a range of states and state systems, lessons learned based on experiences, and future opportunities.

Value, Outcome and Performance-Based Payment Methodologies to Advance Competitive Integrated Employment in State Medicaid Long-Term Services and Supports (LTSS) Systems and Managed Care LTSS Systems

Webinar attendees learned about a range of examples of state Medicaid LTSS systems – some using managed care and some that are not – that have designed and implemented value-based purchasing and outcome-based reimbursement methodologies specifically intended to advance their Employment First and Competitive Integrated Employment efforts.
