Rate Updates for Home and Community-based Services and State Plan Services

Effective for dates of service on and after July 1, 2024, the South Carolina Department of Health and Human Services (SCDHHS) is increasing reimbursement rates for private duty nursing services and the home and community-based services (HCBS) provided through the state’s 1915(c) waiver programs that are listed in this bulletin. The reimbursement rates, procedure codes and any billing modifiers will be updated in the HCBS Waiver Fee Schedule available on SCDHHS’ website by July 1, 2024.

Outreach to Veterans, including those who are homeless or at risk for homelessness and older, minority, and women Veterans
6th Annual South Carolina State Transition Conference

“For Individuals (Getting Started with VR)
At some point, everyone needs help. Fortunately, the process for getting help is easy. Simply contact your local VR office and schedule an appointment with a Counselor. Your Counselor will work with you to complete your application and request information from your current care providers which will be reviewed to determine if you are eligible for services. Based on this review, your Counselor will then help you identify your job-related strengths and abilities and outline the steps needed to obtain or maintain employment. At VR, there is no “one size fits all” approach. Every individual receives a customized plan, based on their interests and abilities, designed to help them enter or re-enter the workforce.”
~~“Project E3 will provide South Carolina’s state Vocational Rehabilitation agencies and their partners with the skills and competencies needed to effectively and efficiently address barriers to competitive integrated employment and community integration encountered by persons with disabilities in these regions. We will leverage promising practices, knowledge, and experience gained from this project to expand employment opportunities for individuals with disabilities from underserved and economically disadvantaged populations throughout South Carolina and across the United States. Our specific goals for this project are to: • By the end of the first year, 25 individuals from each region will apply or return to vocational rehabilitation services. • By the end of the second year, approximately 18 individuals from each region will be found eligible for services. • By the end of the second year, the number of people who complete an Individualized plan for employment will increase by 50%. Of those, there will be an increase in the cases closed in competitive, integrated employment by 25%. • The project will develop a community consortium to direct, develop, and sustain services during the project and into the coming years.”

“The Client Assistance Program (CAP) for South Carolina helps people with disabilities get vocational rehabilitation services and supports for independent living. CAP is a program at Disability Rights South Carolina. It helps people who are getting services or trying to get services from the South Carolina Department of Vocational Rehabilitation (SCVRD), the South Carolina Commission for the Blind (SCCB), or Centers for Independent Living (CILs). CAP helps you understand your legal rights, get the services you need to work, live on your own, and take part in your community.”

South Carolina Rehabilitative Behavioral Health Services (RBHS) Provider Manual
“The South Carolina (South Carolina or State) State Medicaid Plan allows an array of behavioral health services under the Rehabilitative Services Option, 42 CFR 440.130(d).Rehabilitative Services are medical or remedial services that have been recommended by a Physician or other Licensed Practitioner of the Healing Arts(LPHA) within the scope of their practice under South Carolina State Law and as further determined by the South Carolina Department of Health and Human Services (SCDHHS)for maximum reduction of physical or mental disability and restoration of a beneficiary to their best possible functional level.
