Oregon Innovation Grant Awardees

“The Oregon Legislature awarded a Policy Option Package in the 2015-17 session for the Department of Human Services (DHS) to fund innovative Employment First projects to increase capacity throughout the state.

The purpose of these grants is to expand efforts to increase competitive integrated employment opportunities for people with intellectual and developmental disabilities (I/DD). We are pleased to award more than 20 organizations throughout Oregon with innovation grants. Congratulations to the providers, family organizations, and case management entities that were awarded grants for innovative projects starting June 2017.”

Oregon HB 3063: Relating to Housing for Individuals with Mental Illness (2017)

“The Housing and Community Services Department, in collaboration with the Oregon Health Authority, shall disburse moneys in the Housing for Mental Health Fund to provide funding for:

(a) The development of community-based housing, including licensed residential treatment facilities, for individuals with mental illness and individuals with substance use disorders…”

Oregon OARS 582-115-0005: Services to Persons with Disabilities of Any Age Receiving Subminimum Wage

“Definitions

(1) “Career counseling for limitation on subminimum wage” means a service provided by the Program or its contractor that:

(a) Pertains to the body of subject matter and related techniques and methods organized for the development in individuals of career awareness, career planning, career decision making, placement skills, and knowledge and understanding of local, state, and national occupational educational, and labor market needs, trends and opportunities; and

(b) Assists individuals with disabilities in making and implementing informed educational and occupational choices.”

Oregon OAR 411.345: Employment Services for Individuals with IDD

“The purposes of the rules in OAR chapter 411, division 345 are to:
(1) Effectuate Oregon’s Employment First policy, as described in the State of Oregon Executive Order No. 15-01 and OAR chapter 407, division 025, under which:
(a) The employment of individuals with intellectual or developmental disabilities in competitive integrated employment is the highest priority over unemployment, segregated employment, or other non-work day activities.
(b) For individuals who successfully achieve the goal of competitive integrated employment, future person-centered service planning focuses on maintaining employment, maximizing the number of hours an individual works, using the standard of obtaining at least 20 hours of week of work,
consistent with the individual’s preferences and interests, and considering additional career or advancement opportunities”

Developmental Disabilities Worker’s Guide

~~“SPPC services are available to eligible individuals – up to 20 hours each month
 – as stand-alone attendant/personal care services and related supports, or in combination with the Community First Choice Option/K Plan services.  In
general, when the individual has minimal
support needs and most of those needs are being met with alternative resources, including natural support, and only need minimal hours of paid-support, SPPC services may be an appropriate option.  “
 

Oregon’s Transition Resource Handbook

~~“Oregon’s Employment First initiative has been the vehicle for state agencies to continue to operate together in improving competitive integrated employment outcomes for people with intellectual and developmental disabilities.  Employment establishes community connections that allow people to become contributing and valued members of their communities. As with all other citizens, for individuals with I/DD, employment has many positive impacts. These impacts include increasing self-worth, building relationships, and access to community resources. Employment improves economic well-being as well as physical and mental health.”

Oregon Veterans Services Offered by the Portland Regional Office

“VA’s Portland Regional Office (RO) administers a variety of services, including Compensation, Education, Insurance, Loan Guaranty, Pension, and Vocational Rehabilitation and Employment for Veterans, Servicemembers, their families and survivors in Oregon and five counties in Washington. We offer the following additional services:

  • Counseling about eligibility for VA benefits and how to apply
  • Information about VA health care and memorial benefits
  • Outreach to Veterans, including those who are homeless or at risk for homelessness and older, minority, and women Veterans
  • Public affairs”

Oregon DHS Developmental Disabilities Services Worker’s Guide CIE Requirements (2022)

“This Worker’s Guide outlines job characteristics required to meet the definition of Competitive Integrated Employment. VR and ODDS job coaching and job development must occur in Competitive Integrated Employment settings. Therefore, all job coaching and job development settings must have these characteristics. Employment or work experiences that do not meet the definition of Competitive Integrated Employment may be funded through an ODDS employment service other than job coaching so long as all requirements for those services are met.”
