New York Office for People with Developmental Disabilities (OPWDD) Employment Training and Supports

“If you are interested in finding work in your community, OPWDD wants to support you to be successful.

OPWDD’s supported employment services include Supported Employment (SEMP) and the Employment Training Program (ETP).

Supported Employment can provide the supports you need to maintain a paid competitive job in the community. Typically, you will transition to Supported Employment after you have received supported employment services funded by the NYS Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCES-VR)  and you require limited job coaching to successfully maintain your employment.

The Employment Training Program can provide you with an opportunity to work in an internship that will lead to permanent employment in a community business. During the internship, your wages will be paid by through the Employment Training Program while you learn the skills needed for the job. As an Employment Training Program participant, you will also attend job readiness classes that present topics such as conflict resolution and how to dress for work. Employment Training Program services include increased job development and job coaching as well as assistance with other employability skills.”

Person Centered Planning

"Person-Centered Planning (PCP) is a process designed to ensure that everyone receiving services provided or authorized by OPWDD benefits from the most individualized supports and services possible. 

The Person-Centered Planning process should empower people with intellectual and/or developmental disabilities to have an active voice in the development of their Person-Centered Service Plan (PCSP) and in shaping their futures. It is an individualized approach to service planning, structured to focus on the unique values, strengths, preferences, capacities, interests, desired outcomes, and needs of the person. 

Person-Centered Service Plans are expected to change and to adjust with the person over time. Consequently, it is critical to revisit the plan as prescribed by OPWDD’s Administrative Directive Memorandum (ADM) #2010-03, in addition to whenever a person finds it necessary to revise or amend their service plan."

New York Medicaid Infrastructure Grant MIG-RATS

Medicaid Buy-In Program For Working People with Disabilities (MBI-WPD) implemented July 2003 under the federal authority of  TWWIIA Basic + Medical Improvement.

The Medicaid Infrastructure Grant Research Assistance to States (MIG-RATS) Center launched a website to provide resources and support to states implementing MIGs. The website is designed to help staff find research reports and resources, learn about MIG-RATS activities and initiatives, and connect with MIG researchers. The website includes info on topics such as Medicaid Buy-In programs, outreach and marketing, and youth in transition and also provides links to tools and a calendar of events.

ACCES-VR can lower hiring costs through these services … Work Tryout ACCES-VR can reimburse an employer for 100% of an employee’s wages for up to 480 hours. This offers the employer the opportunity to evaluate the employee’s ability to satisfactorily perform the job. On the Job Training ACCES-VR can reimburse the worker’s salary, for an agreed upon period of time while he/she is being trained in a new occupation. ACCES-VR’s Partnership with Public Employers… ACCES-VR offers business customers in the public sector a designated point of contact to connect with qualified applicants, resources and support services.

New York (ACCES-VR) Workforce Development and Business Relations Department “Adult Career and Continuing Education Services –Vocational Rehabilitation…a basic guide”

What is ACCES? The Office of Adult Career and Continuing Education Services (ACCES) is part of the New York State Education Department and is comprised of three primary areas: Vocational Rehabilitation (including Independent Living Program Administration), Adult Education, and the Bureau of Proprietary School Supervision. ACCES-VR: • Administers vocational rehabilitation and independent living programs • Provides a wide array of services to assist eligible individuals with disabilities in obtaining employment • Provides services to students, beginning up to 2 years prior to exiting high school • Provides individual consultation, recommendations and training to assist with maintaining a job • Provides information and support to employers

New York Civil Service Law §55-b: Workers with Disabilities Program

“Section 55-b of the New York State Civil Service Law authorizes the New York State Civil Service Commission to designate up to 1,200 positions normally filled through competitive examination to be filled through the appointment of qualified persons with disabilities. (Section 55-c authorizes the designation of up to 500 positions in the non-competitive class to be filled by qualified wartime veterans with disabilities.) In general, an entry-level position that is filled only through an open-competitive examination (one open to the public) may be used for a 55-b or 55-c appointment.”

New York Long Term Home Health Care Waiver (terminated 2016)

WAIVER TERMINATED – NY Long Term Home Health Care Program Waiver (0034.R06.00)

WAIVER TERMINATED on 5/27/2016 – Provided respite, assistive technology, community transitional services, congregate and home delivered meals, environmental mods, home and community support services, home maintenance, medical social services, moving assistance, nutritional counseling/education services, respiratory therapy, social day care transportation, and social day care services to individuals ages 65 or older and individuals with physical disabilities ages 0-64 years who met a nursing facility level of care.  This waiver operated with a concurrent 1115 authority.

New York OPWDD Comprehensive Medicaid Waiver

“Provides day habilitation, live-in caregiver, prevocational services, residential habilitation, respite, supported employment, community transition services, fiscal intermediary, individual directed goods and services, support brokerage, assistive technology/adaptive devices, community habilitation, environmental modifications (home accessibility), family education and training, intensive behavioral services, pathway to employment, and vehicle modification services to individuals with autism, intellectual disabilities, or developmental disabilities ages 0 or older who meet an ICF/IID level of care. This waiver operates with a concurrent 1915(a)(1)(a) and 1915(b)(4) authority.”
