Excerpt from 2018 report: “The Minnesota Department of Employment and Economic Development (DEED) and the Governor’s Workforce Development Board (GWDB) present our annual Workforce Innovation and Opportunity Act (WIOA) report for Program Year 2018 (PY18). DEED is the state agency in Minnesota responsible for administering the United States Department of Labor (USDOL) WIOA Title I and III programs. In addition, DEED oversees a combination of other workforce development programs and funds, including Vocational Rehabilitation Services, State Services for the Blind, and Unemployment Insurance. The GWDB is the policy board that advises the Governor on the Minnesota workforce system and is mandated and funded by WIOA and further defined by Minn. Stat. Sect. 116L.665.”

Minnesota HCBS settings heightened-scrutiny process

“The Centers for Medicare & Medicaid Services requires states to submit evidentiary packages for settings that CMS presumes are not home and community-based to undergo a heightened-scrutiny process. Evidentiary packages include information gathered during on-site visits and the provider-attestation process. On March 22, 2019, CMS issued Frequently Asked Questions Regarding the Heightened Scrutiny Review Process and Other Home and Community-Based Settings Information (PDF) (see definitions below). CMS randomly selected prong 1 and 2 settings to undergo the heightened-scrutiny process using a list provided by the state. The guidance also addresses the process for settings presumed to be isolating (Prong 3).”

Mental Health Innovation Grant Program

Mental Health Innovation Grant Program is a new grant program intended to improve access to and the quality of community-based, outpatient mental health services and reduce the number of people admitted to regional treatment centers and community behavioral health hospitals.

These grants add and develop services and supports to Minnesota’s mental health system including:

  • Short-term and critical access centers
  • Collaborative efforts between crisis teams, hospitals and other services
  • Transition services and care coordination”

Minnesota HCBS provider toolkit

“The HCBS provider toolkit contains frequently asked questions, guidance and examples of provider practices that support choice and autonomy for people who receive HCBS.

New: In addition to the toolkit, DHS created three short videos to highlight providers that are doing excellent work to ensure their services are person-centered, that people have opportunities to engage in their communities and they are supporting people to have the highest possible quality of life.”

Minnesota DOA Emerging Farmers in Minnesota Legislative Report (2020)

“The Emerging Farmers Working Group was initiated by a legislative request (40.1, Sec 21),“No later than February 1, 2020, the commissioner of agriculture must report recommendations to the legislative committees and divisions with jurisdiction over agriculture finance regarding how best to cultivate and support emerging farmers, with priority given to emerging farmers who are women, veterans, persons with disabilities, American Indian or Alaskan Native, and members of communities of color.

These five priority areas (women, veterans, persons with disabilities, American Indian or Alaskan Native, and members of communities of color) are given special attention in this report, but the definition of Emerging Farmer expanded throughout the listening sessions.”

VR Portion of WIOA State Plan for Minnesota State Services for the Blind FY-2020

“Interagency Cooperation

(1) the State Medicaid plan under title XIX of the Social Security Act;

In September 2019, DHS-DSD, VRS, and SSB signed a Memorandum of Understanding. The terms of the MOU are specific to individuals on a Medicaid waiver who want to pursue competitive, integrated employment. Employment First and Person-Centered principles form the basis of the shared vision for how our agencies can provide employment services for people with disabilities in a coordinated manner. The goal is to align systems so that common customers – those who receive home and community-based service disability waivers and vocational rehabilitation services from VRS or SSB – can get seamless and timely supports to make informed choices and meet their competitive integrated employment goals. The full implementation of the MOU is planned for January 2021 to allow time for communication, stakeholder involvement, and training.”

Minnesota DHS launches free customized support for HCBS providers

“Throughout the HCBS settings transition process, DHS and providers have worked together to ensure older adults and people with disabilities have access to the highest-quality home and community-based services. Providers play an important role in making sure people make their own choices and pursue their desired opportunities, contribute to their communities and are treated with dignity and respect.

DHS has contracted with STAR Services to provide customized support to providers. The customized support will be provided at no cost to the selected organizations and will focus on HCBS settings topic areas identified in the organization’s application.”

Disability Services innovation grants

“People in Minnesota who have disabilities want the same great quality of life that most people in Minnesota enjoy: to work and earn money, live in housing of their choice, choose their care providers, their friends and social activities.

The Disability Services Division launched its innovation grants program in 2016 to support new and innovative ideas to achieve these outcomes effectively and efficiently.

NEW: DHS is accepting applications for the next round of Disability Services Division innovation grants. DHS published a request for proposals in the State Register on March 23 and posted a revised RFP with extended deadlines on April 6.
