Louisiana Medicaid Infrastructure Grant (2009)

“The Medicaid Infrastructure Grant Program is authorized under Section 203 of the Ticket-to-Work and Work Incentives Improvement Act. The… program provides funding to states for Medicaid infrastructure development that will build supports for people with disabilities who would like to be employed. States are encouraged to use grant funding to implement and develop the optional working disabled eligibility group (Medicaid buy-in), increase the availability of statewide personal assistance services, form linkages with other state and local agencies that provide employment related supports, and create a seamless infrastructure that will maximize the employment potential of all people with disabilities.”

“The Individualized Plan for Employment, hereafter referred to as IPE, and all subsequent amendments assure that each individual determined eligible for vocational rehabilitation services or determined appropriate for extended evaluation services shall have a formal plan for services… The format of the IPE, to the maximum extent possible, will be in the language or mode of communication understood by the individual.”

“The OCDD official position statement on Employment First: Employment will be the primary outcome for all persons receiving OCDD services who are of working age. Employment is characterized by typical jobs with competitive compensation that are fully integrated into the workplace. A more thorough implementation statement with further detailed definitions, desired outcomes and operational procedures will be released as they are finalized.”

Louisiana New Opportunities Waiver

“Provides center-based respite, day habilitation, individual and family support, monitored in-home caregiving, prevocational services, supported independent living, supported employment- individual and group, skilled nursing, specialized medical equipment and supplies, financial management services, adult companion care, community life engagement development, dental services, environmental accessibility adaptations, housing stabilization service, housing stabilization transition service, one-time transitional, personal emergency response, professional service dietician/nutritionist, professional service psychologist, professional service social worker, and substitute family care services to individuals with autism, intellectual disabilities, or developmental disabilities ages 3 or older who meet an ICF/IID level of care.  This waiver operates with a concurrent 1915(b)(1), 1915(b)(3), and 1915(b)(4) authority.”

Louisiana’s ESEA Flexibility Request (2013)

“By submitting this flexibility request, the SEA requests flexibility through waivers of the ten ESEA requirements listed below and their associated regulatory, administrative, and reporting requirements by checking each of the boxes below. The provisions below represent the general areas of flexibility requested; a chart appended to the document titled ESEA Flexibility Frequently Asked Questions enumerates each specific provision of which the SEA requests a waiver, which the SEA incorporates into its request by reference.”

Vocational Rehabilitation

“As a mandated partner in the Workforce Investment Act, the Vocational Rehabilitation Program is instrumental in meeting the workforce needs of individuals with disabilities in the state of Louisiana. The purpose of the VR Program is, in part, ‘to empower individuals with disabilities to maximize employment, economic self-sufficiency, independence, and inclusion and integration into society.’ The VR Program operates a statewide comprehensive program to assess, plan, develop and provide vocational rehabilitation services for individuals with disabilities, ‘consistent with their strengths, resources, priorities, concerns, abilities, capabilities, interests and informed choice, so that such individuals may prepare for and engage in gainful employment.’”

“The state has designated at least one person in each state or Federal employment office to promote and develop employment opportunities, job counseling, and placement for individuals with disabilities.”

 

Louisiana Supports Waiver

Louisiana DHH Employment for People with Disabilities is a Priority (2014)

“On Wednesday, October 1, 2014, individuals with disabilities, employers and advocates gathered on the Capitol steps to call attention to the importance of employment for people with disabilities and the beginning of Louisiana’s observance of National Disability Employment Awareness month.

Department of Health and Hospitals (DHH) Secretary Kathy H. Kliebert outlined her agency’s efforts to promote employment for people with disabilities. “The role of work in our lives has been talked about so much and from nearly every angle. Issues like work-life balance make easy headlines, but what is often left out of the discussion all too frequently is that for some individuals work hasn’t always been an option,” said DHH Secretary Kliebert. “We want to make sure that our family members, friends and neighbors with disabilities have the ability to work if they choose to do so. We are dedicated to using waiver services, supports and provider relationships to help make that possible. I want to thank our the Workforce Commission, the Advocacy Center and our other partners for continuing to work to ensure that work is an option for any Louisiana resident who wishes to join the labor force.”
