Summary: Eliminates the requirement that an individual with a disability require financial assistance to participate, allows the department to consider financial need before providing services during a period of cost containment to prevent or manage a wait list for services due to insufficient financial resources, eliminates the requirement that an individual with a disability, or the individual’s legally and financially responsible relative, must contribute toward the cost of their services.
Colorado HB 1154: Communication Services for People with Disabilities (2025)
Summary: Creates the Communication Services for People with Disabilities Enterprise to provide services and resources through the imposition of an enterprise fee and administration of the Communication Services for People with Hearing Disabilities Enterprise Cash Fund and the Reading Services for the Blind Enterprise Cash Fund, transfers a specified percent of the money collected from the telecommunications relay services surcharge to the Communication Services Fund and the Reading Fund, provides for appropriations.
Colorado Executive Order 2025-006: Postsecondary Talent Development
“In addition to coming together to identify common principles of the reimagined primary and postsecondary talent development system, the agencies and offices listed in Section III.A. shall work with their respective divisions and internal teams to develop a plan to accomplish the following: 1. Seamlessly integrate postsecondary education, skills attainment, and training strategies to improve the flexibility and permeability of the system; 2. Future-proof talent development by investigating and scaling strategies that help the postsecondary education and workforce development strategies be more adaptive and efficient; 3. Improve the ability for learners, employers, community members, and State agencies to navigate the postsecondary talent development system; 4. Increase postsecondary credential attainment, particularly for the students who historically have not connected to postsecondary education or training within six years of high school graduation; and 5. Reduce bureaucratic barriers to cross-functional education and training.”
“The Health First Colorado Buy-In Program for Working Adults with Disabilities (Adult Buy-In) is a Medical Assistance program that provides Medicaid benefits for working individuals with disabilities, ages 16 and older, whose adjusted (net) individual gross income is at or below 450% of the Federal Poverty Level (FPL). The 450% of the Federal Poverty Level (FPL) equals $5,097 in 2025, but because of additional disregards, income can be higher and still qualify.”
