Hawaii QUEST Integration §1115 Waiver Renewal Application

“Pursuant to Section 1115(a) of the Social Security Act, the State of Hawai‘i, Department of Human Services (the State) is seeking a five-year renewal of the QUEST Integration Section 1115 demonstration project from CMS. Absent a renewal, the demonstration will expire on December 31, 2018.

For nearly two decades, the demonstration has efficiently and effectively delivered comprehensive benefits to a large number of beneficiaries, including expansion populations, through a competitive managed care delivery system. Under the renewal, “QUEST Integration” (QI) will continue to build on this success by delivering services through managed care, while integrating the demonstration’s programs and benefits to have a more patient-centered care delivery.

All eligible beneficiaries will continue to be enrolled under QUEST Integration, and access to services will be determined by clinical criteria and medical necessity. The renewal will continue to incorporate the simplified Medicaid eligibility structure under the ACA into the demonstration.”
