Minnesota Department Human Services: Waiver amendments approved by CMS
“The federal Centers for Medicare & Medicaid Services (CMS) approved DHS’ waiver amendment package on June 15, 2022. The amendment package affects the following waivers:
Brain Injury (BI)
Community Access for Disability Inclusion (CADI)
Community Alternative Care (CAC).
CMS has not approved the Developmental Disabilities (DD) Waiver renewal yet. We will send an eList announcement once we receive approval for the DD Waiver.”
New Jersey Section 1115 demonstration: NJ FamilyCare Projects
“The Centers for Medicare and Medicaid Services (CMS) has approved innovative NJ FamilyCare projects designed to address priorities such as housing, integrating behavioral and physical health services, and new and creative approaches to providing care.
CMS signed off on the projects by approving NJ FamilyCare’s Comprehensive 1115 Demonstration renewal. The 1115 demonstration provides the state with federal authority to operate large parts of the NJ FamilyCare program. The approval is in effect from April 1, 2023 through June 30, 2028.”
Oregon Health Plan Section 1115 Demonstration Approval
“The Centers for Medicare & Medicaid Services (CMS) is approving a new demonstration titled, “Oregon Health Plan (OHP)” (Project Number 11-W-00415/10) (the “demonstration”), in accordance with section 1115(a) of the Social Security Act (the Act). Approval of this comprehensive demonstration will enable Oregon (“the state”), through various waiver and expenditure authorities, to test the efficacy of innovative practices aimed at promoting consistently high-quality, evidence-based, coordinated, and integrated care with the combined goals of providing medical assistance services and improving the health of communities and populations served through the demonstration. Accordingly, the demonstration will lead to additional populations being served by Medicaid, as well as additional services being furnished to Medicaid beneficiaries.”
New York Medicaid Buy-In program for people with disabilities
“The Medicaid Buy–In program offers Medicaid coverage to people with disabilities who are working and earning more than the allowable limits for regular Medicaid, the opportunity to retain their health care coverage through Medicaid. This program allows working people with disabilities to earn more income without the risk of losing vital health care coverage.”
“The Statewide Transition Plan outlines to the Centers for Medicare & Medicaid Services (CMS) how New Jersey will meet compliance with federal Home and Community Based Settings regulations by 2023. The Statewide Transition Plan sets forth the determination of New Jersey’s compliance with the regulation requirements for home and community-based settings and person-centered planning at 42 CFR §441.301, 42 CFR §441.710 and 42 CFR §441.530.”
“Provides community participation support, education support services, homemaker/chore, in-home and community support, residential habilitation, respite, supported employment, supports coordination, specialized supplies, therapy services, supports broker services, advanced supported employment, American Sign Language – English interpreter service, assistive technology, behavioral support, benefits counseling, communication specialist, companion, consultative nutritional services, family medical support assistance, family/caregiver training and support, home accessibility adaptations, housing transition and tenancy sustaining services, life sharing, music therapy/art therapy/equine assisted therapy, participant-directed goods and services, remote supports, shift nursing, small group employment, supported living, transportation, and vehicle accessibility adaptation services to individuals with autism ages 0 or older, individuals with developmental disabilities ages 0-21 years, and individuals with intellectual disabilities ages 0 or older who meet an ICF/IID level of care. This waiver operates with a concurrent 1915(b)(4) authority.”
Indiana Medicaid Community Integration and Habilitation HCBS Waiver
The Community Integration and Habilitation (CIH) waiver provides services that enable individuals to remain in their homes or community-based settings. The CIH waiver also assists individuals who are transitioning from state-operated facilities or other institutions into community settings. Home and community-based services (HCBS) through the CIH waiver allow flexibility in providing the supports necessary to help individuals gain and maintain optimum levels of self-determination and community integration.
Iowa “Program Evaluation and Analysis for Iowans with Behavioral Health, Disability, and Aging Needs” by Mathematica
“In support of Iowa HHS, Mathematica conducted an evaluation of community-based behavioral services for health, disability, and aging needs to understand how Iowan’s access and use services through Medicaid and other programs.
We assessed the Medicaid waiver structure, how people access community-based services (CBS) through Medicaid and other programs, and barriers and facilitators of transitions from institutions to community-based settings. We summarized key findings and recommendations for Iowa HHS in an evaluation report: Recommendations for Strengthening Iowa’s Community-based Services System.
Building on the results of the CBS evaluation, we are developing a Transformation Plan to support Iowa HHS to guide system change as they implement the recommendations. The Transformation Plan includes activities to help the state achieve three goals (1) implement streamlined screening and improved processes to better align services with people’s needs, (2) align CBS, including Medicaid home- and community-based waivers, to the needs of Iowans, and (3) maximize access to Medicaid HCBS and other CBS support for people with long-term supports and service needs. We will support Iowa to prioritize these activities based on existing state-wide initiatives and priorities.”
Kansas Dept of Health and Environment: Supports and Training for Employing People Successfully (STEPS)
“Supports and Training for Employing People Successfully (STEPS) is a program through which people with disabilities and/or behavioral health conditions may seek a path to employment without jeopardizing their Social Security benefits or losing medical insurance coverage.”
