Best Practices: MOUs for the One-Stop Delivery System

Tuesday, August 18, 2026
3:00pm - 4:30pm ET

The Workforce Innovation and Opportunity Act requires memorandums of understanding (MOUs) between local workforce development boards and the statutory partners that make up the one-stop delivery system. Join our upcoming webinar to hear directly from workforce leaders about strategies for crafting and implementing effective MOUs to improve cross-system partnerships, better utilization of resources and stronger employer engagement leading to increased employment outcomes. Effective MOUs are action-oriented—they outline partners’ roles and responsibilities, service options, and available resources. They support a well-coordinated, customer-focused service delivery network that improves access to services and gets results for job seekers, including Americans with disabilities.

In this webinar, workforce leaders will share how they translated MOU commitments into operational tools that strengthened coordination across partners, including by defining partner roles and accountability, streamlining customer referrals, and mapping customer flow across the one-stop delivery system. The approaches that we will discuss in the webinar align with the pillars of America’s Talent Strategy: Building the Workforce for the Golden Age that call for integrated systems and accountability.

Webinar participants will:

  • Learn the essential components of effective MOUs and strategies for successful implementation.
  • Explore practical examples of partner accountability, shared responsibilities, referral coordination, and customer flow that strengthen one-stop service delivery.
  • Identify approaches that can be adapted locally to strengthen collaboration, streamline services, and improve outcomes for Americans with disabilities.

Who Should Attend

This webinar is ideal for state and local workforce development board leaders responsible for MOU creation and implementation and providers interested in effective service delivery, including in vocational rehabilitation, American Job Centers, state disability agencies, community organizations, advocacy groups, federal partners, and technical assistance.
