Systemic problems with the current support system for working-age people with disabilities are failing to meet the economic aspirations of this population and driving up governmental expenditures for their support. This paper describes the programmatic and financial structure of a support system that has the potential to change these outcomes. The paper also includes a proposed, focused demonstration period to build the evidence base and political consensus needed to support major structural change.
